Punish nasty traffic violators

They should call in the Los Angeles police department and tell them to bring along Officer Bird. Officer Bird is a large parrot with huge, shsrp claws and a beak that has the potential to crack a human skull. The police will pull over speeding cars and, depending on how much over the spped limit they were going, lock the doors and roll up the windows and put Officer Bird in the car with the violator. Let's say 10 minutes of Officer Bird's attack for every mile over the speed limit. If the find plastic explosives, steer manure or a bumper sticker that reads "I HATE THE EMPIRE STATE BUILDING" on or around the car, the get an extra hour of Officer Bird. That otta teech um!
